It is known that recruitment plays an important role for the successful development of any organization as it is responsible for the appropriate candidates to perform this or that job. That is why it is very important to have well-qualified HR managers who will be able to cope with their duties in a proper way.

My goal in this paper is to assess the relative strengths and weaknesses of the organization’s recruiting, selecting and onboarding processes and to make three key recommendations to improve these processes. I’d like to discuss the US Department of Health and Human Services because my friend works for this governmental organization and I have a chance to interview the HR manager who is responsible for recruitment’s processes in this organization.

SOME INFORMATION CONCERNING THE ORGANIZATION’S GOALS AND STRUCTURE

The US Department of Health and Human Services headquarters is located in Washington, but there are several regional offices which also require qualified specialists such as Administrative Assistants, Head Start Program Specialists, Management Analysts, Health Insurance Specialists, Health Science Administrators, Statisticians, Physical Rehabilitation Therapists, Biologists, Nurses and many others.

The major goal of the US Department of Health and Human Services is to protect health of all Americans and to provide those human services which are essential for people with disabilities. The major services of this organization include public health and health insurance, research, food and drug safety, and a number of others.

ASSESSMENT OF STRENGTHS OF THE ORGANIZATION’S RECRUITING, SELECTING AND ONBOARDING PROCESSES

The HR manager of the Department of Health and Human Services helped me to define the strengths of the organization’s recruiting, selecting and onboarding processes. It is found that the Office of Human Resources plays an important role in the development and assessment of special human resources program and policies. The HR manager who is responsible for selection and hiring of employees represents the following information concerning recruiting, selection and onboarding in this organization:

• The HR managers use different methods which help to find potential job candidates to take this or that position in the US Department of Health and Human Services. Among them are traditional recruitment methods such as the services of the employment agencies that cooperate with US Department of Health and Human Services and job advertisements in newspapers, and modern recruitment methods – Internet recruitment.( The Society for Industrial-Organizational Psychology, 2011, p.6)

• Special attention is paid to the educational qualifications, skills, achievements and abilities of the candidates.

• The HR managers prefer internal recruitment because the candidates to this or that position are known to the authorities and they do not need additional training.

• The HR managers trust E-recruitment and they often post jobs online. This method is cheaper than giving ads in the newspapers. Moreover, E-recruitment helps to find candidates with the required skills in less than no time. (24/7 access to collect resumes. • Selecting process is organized in a proper way. It includes preliminary interview, employment interview, background analysis, physical examination of the candidate, employment contract. It means that the HR managers are skilled specialists who are ready to implement new methods in their work in order to get good results.(Byham, 2011, p.2)

• Onboarding process is well organized in the US Department of Health and Human Resources because the new employees feel confident with their new roles. Moreover, onboarding process influences the employees’ retention and morale. Special attention is paid to the recruitment events which give an opportunity to the new employees to learn more about organization’s goals and culture.

• There are great opportunities for college graduates. They are offered such programs as Presidential Management Fellows program, health and Human Services Emerging Leaders program, Federal Career Intern Program, and several programs for graduates. These programs help to recruit high potential employees.
