BACKGROUND
Hate crimes are those committed against a targeted minority (gays, blacks, Jews, etc.) by a person or group dedicated to promoting hatred and violence. There has been an increase in hate crimes on college campuses as well as in other areas around the country. Experts differ on methods of preventing and dealing with this ugly behavior.
